Ok, after you unzip your file you will need to go to Programs, then Maxis, then The Sims, then to which neighborhood you want it in(User data,User data 2, and so on) Then when you go into the desired neighborhood you will see a folder titled IMPORT go there and put you unzipped file in there. When you go to play your game again the import button at the top in what neighborhood you put it in should be high lighted just press it and your on your way. REMEMBER it is easier to just download and put the lots into your game if you go to either my SIMpage or The Sims Exchange.
